REGULATIONS on holding the international photo contest " Russian civilization»

For the purposes of this Regulation, the following terms are used in the following meaning:

"Regulations" - these Regulations on the holding of the international photo contest "Russian Civilization", posted on the website on the Internet at www.rucivilization.ru, including all applications and rules specified in these Regulations.
"License Agreement" - the License Agreement posted on the Internet at www.rucivilization.ru, including all the annexes and rules specified therein, which determines the rights and obligations of the Participant of the Photo Contest to provide free of charge on the terms of a simple (non-exclusive) license the right to use Photos to the Organizer of the Photo Contest on the territory of all countries of the world during the entire period of protection of the exclusive right to Photos by all means stipulated by the legislation of the Russian Federation.
"Photo Contest" is an international photo contest "Russian Civilization", organized by the Federal Agency for Nationalities Affairs (FADN of Russia). The photo contest is not a lottery or any other risk-based gambling. The photo contest is not intended to make a profit. The photo contest is held in accordance with the requirements of the current legislation of the Russian Federation and these Regulations.
"Photo Contest Organizer/Organizer" - the Federal Agency for Nationalities Affairs (FADN Russia), including its affiliates, subsidiaries, representatives, successors, employees and managers.
"Site of the Photo Contest/Site" - a site located on the Internet at www.rucivilization.ru .
"Photographs" - photographic works, the exclusive right to which belongs to the Photo Contest Participant, uploaded by the Participant to the Photo Contest Website for participation in the Photo Contest.
"Photo Contest Participant/Participant" - any individual with full legal capacity and over the age of 18, who is a professional photographer or an amateur, who has completed the Registration procedure on the Photo Contest Website, accepted the terms of these Regulations and posted Photos for participation in the Photo Contest in his personal account.
"Photo Contest Winner" - a Photo Contest Participant who scored the most points in a certain category and/or received the Grand Prix of the Photo Contest and/or received the Audience Choice Award.
"Jury of the Photo Contest/Jury" - at least 10 (ten) people who are famous and have national recognition, nominees and winners of professional awards, honored cultural figures, artists, directors, designers, photojournalists, ethnographers, famous bloggers . The procedure for forming the Photo Contest Jury is determined by the Photo Contest Organizer, the lists of the Jury members are published on the Website.
"Personal Account" - a personal closed block of the Participant on the Photo Contest Website, to which the Participant of the Photo Contest enters by using a unique login and password. The Personal Account contains information about the Participant: photo (filled in optionally), Last Name, First Name and Patronymic, brief information about the Participant, information about the Photo: the name given by the Participant, the place where the Photo was taken, the year the Photo was taken, a brief history of the Photo or a legend.
"Non-exclusive license" - a non-exclusive, free of charge right to use the Photos of the Participant of the Photo Contest, in the manner and in the ways specified in these Regulations.
"Registration Form" - an electronic form located on the Site, which the Participant must fill out in order to complete the Registration on the Site.
"Registration" - filling out by the Participant of the Registration form located on the Site, by specifying the necessary information. Upon completion of the Registration procedure, the Photo Contest Participant agrees to the terms of these Regulations and shares the responsibility provided for by them.

1. GENERAL PROVISIONS

1.1. This Regulation regulates the status and procedure for holding the international photo contest "Russian Civilization".
1.2. Participation in the Photo Contest is not limited by special requirements for the type of professional activity or place of residence of the Participant.
1.3. The subject of the Photo Contest is Photographs reflecting the peculiarities of the development of Russian civilization, culture, traditions, corresponding to the nominations specified in Section III of these Regulations.
1.4. This Photo Contest provides prizes for the Participants of the Photo Contest, which can be received if the conditions and requirements set forth in these Regulations are met.
1.5. The Organizer of the Photo Contest has the right to involve specialized organizations (operators) in the conduct of the Photo Contest.
1.6. The Participant of the Photo Contest confirms that he has read the terms of these Regulations before Registration, accepts all the conditions of these Regulations in full and undertakes to comply with them or terminate his participation in the Photo Contest.
1.7. If the Participant does not agree with any terms of these Regulations, he must immediately stop using the Site and his participation in the Photo Contest.
1.8. The Organizing Committee of the Photo Contest has the right to unilaterally decide on the non-admission or withdrawal of the work from participation in the Photo Contest if the work does not comply with the technical or other provisions of the Photo Contest.
1.9. The Organizing Committee of the Photo Contest sends notifications to participants whose work was not allowed or withdrawn from participation in the Photo Contest.

2. GOALS AND OBJECTIVES OF THE PHOTO COMPETITION

2.1. The purpose of the Photo Contest is the harmonization of interethnic relations and the ethno-cultural development of the peoples of Russia by drawing the attention of citizens to the origins and traditions of Russian culture.
2.2. Objectives of the Photo Contest:
a) organization of educational activities and acquaintance with the diversity of Russian culture and traditions through images captured in photographs;
b) formation in society of an atmosphere of respect for the historical heritage and cultural values of Russia;
c) familiarization of citizens of Russia and the international community with traditional Russian culture;
d) formation of a positive international image of the Russian Federation, which takes measures to preserve and develop the original culture of Russia.

3. PHOTO COMPETITION NOMINATIONS

Nomination 1. Unique nature.
Landscape photographs showing unique views, the beauty of Russian nature, corners unknown to travelers, wild nature of Russia (forests, rivers, lakes, mountains, meadows, etc.). The photographs may include animals, birds.

Nomination 2. Persons and generations.
Portrait photographs (single, pair or group photographs of people), conveying the national flavor (externally) and revealing the Russian character, originality and mystery of the human soul.

Nomination 3. Traditions of a big country.
Works in this category (reportage photographs), revealing the multinationality and identity of the peoples of Russia, who have not lost their heritage in the age of information and modern technologies: traditions, customs and the centuries-old connection of generations (national holidays, weddings, ancient rituals).

Nomination 4. Architecture and sculpture.
Photographs demonstrating the uniqueness of both art monuments that contain many folk traditions and tell about the origin of Russian architecture, as well as modern architectural structures that recreate elements of ancient Russian culture and reflect national characteristics (unique buildings, sculpture, wall paintings, carved palisades, etc.) .

Nomination 5. Spiritual bonds.
Photographs of both a portrait plan (single, pair or group photographs of people) and landscapes that reveal the spirituality of Russian civilization, its identity and its civilizational path (author's photo, photographs of holy places and religious objects).

Nomination 6. Family values .
Photographs (single, pair or group photographs of people) that convey the national flavor of the families of the peoples of Russia and reveal their traditions, rituals and values.

Nomination 7. Multinational Moscow.
Photographs showing Moscow as a city where people of different nationalities live, work and relax. The photographic works should reflect the peculiarities of the capital of Russia, which has become a home for representatives of hundreds of different nations. Moscow is a place where East and West, North and South meet. In the competition photographs, the image of Moscow as the center of multinational Russia can vividly and unexpectedly appear.

4. DATE OF THE PHOTO COMPETITION

4.1. The duration of the photo contest
The photo contest is held from June 12 to October 5, 2023.
4.2. Stages of the Photo Contest:
The start of registration of Participants on the Website of the Photo Contest and the collection of Photos on the Website - from June 12, 2023.
The end of registration and collection of Photos on the Site is October 5, 2023.
Determination of the finalists and Winners of the Photo Contest - until October 20, 2023.
Notification of the finalists and Winners of the Photo Contest - until October 25, 2023.
The awarding ceremony of the Winners will be held in the city of Moscow -
at the address published by the Organizer on the Photo Contest Website.
4.3. The results of the Photo Contest are published on the Photo Contest Website .
4.4. The number of Participants of the Photo Contest is not limited.

5. CONDITIONS FOR PARTICIPATION IN THE PHOTO COMPETITION

5.1. Persons determined in accordance with these Regulations can take part in the Photo Contest.
5.2. The participant can take part in each nomination, in each nomination can be exhibited from 1 (one) to 5 (five) Photos. No more than 35 (thirty five) Photos are accepted from each Participant.
5.3. Photographs created by the Participant of the Photo Contest no earlier than 2018 are eligible for the Photo Contest.
5.4. There is no fee for participation in the Photo Contest.
5.5. Participants convicted of using the results of intellectual activity of third parties, as well as in actions that are considered inconsistent with the current legislation of the Russian Federation and (or) the terms of this Regulation, are subject to disqualification and are not allowed to further participate in the Photo Contest.
5.6. Participation in the Photo Contest means the Participant's consent to the subsequent non-commercial use of any materials with the included Photos of the Participant, which can be used in the following ways: reproduction, distribution, making available to the public, public performance, public display, communication by cable or broadcast, use in advertising and information materials of the Organizer of the Photo Contest with or without the full name of the author of the Photo, if the indication of the author's name is not possible.
5.7. All Photos submitted to the Photo Contest are published on the Photo Contest Website for audience voting.
5.8. Photos submitted to the Photo Contest may be rejected from participation in the Photo Contest in the following cases:
- do not correspond to the theme of the Photo Contest;
- is of low artistic or technical quality;
- have an erotic component, the Photographs reflect the attractiveness of non-traditional sexual relations or the inducement to such relations, or the Photographs may form a distorted idea of the social equivalence of traditional and non-traditional sexual relations;
- elements of violence, racial or religious intransigence can be recognized;
- can be regarded as propaganda for the use (distribution) of alcoholic beverages, tobacco products, narcotic drugs, defame the honor and dignity of citizens, induce to commit unlawful acts, cruelty or violence;
containing explicit or implicit advertising, or links to the personal website of the author or third parties;
- identical Photos, as well as Photos from the same series;
- which depict scenes defaming art objects that constitute a national or world cultural heritage;
- in case of Registration of one Participant under different names;
- in case of hiding the Participant's real IP address (by any means: proxy servers or special Internet services).
Also, photos whose content is contrary to the Federal Law “On the Protection of Children from Information Harmful to Their Health and Development” are not allowed to participate in the Photo Contest, which: encourage children to commit actions that pose a threat to their life and (or) health, including causing harm to one's health, suicide; capable of arousing in children a desire to use narcotic drugs, psychotropic and (or) intoxicating substances, tobacco products, alcoholic and alcohol-containing products, beer and drinks made on its basis, take part in gambling, engage in prostitution, vagrancy or begging; substantiate or justify the permissibility of violence and (or) cruelty, or encourage violent acts against people or animals; reject family values and form disrespect for parents and (or) other family members; justify wrongful conduct; contain foul language; contain information of a pornographic nature.
5.9. The Participant is prohibited from processing Photos by any graphic editors, it is not allowed to use filters, photomontage. Photos of the Participants of the Photo Contest should not have any additional graphic elements (copyright plates, copyright marks, added frames, etc.). Minor brightness and contrast adjustments are possible.
5.10. By participating in the Photo Contest, the Participant automatically confirms the following:
- own authorship of the Photo;
- your consent and the consent of third parties (if any were used in the Photos) to post the Photos on the Photo Contest Website and further use in accordance with these Regulations and the License Agreement;
- his agreement that in the event of claims from third parties, the Photos are immediately removed from the Site. The Participant of the Photo Contest undertakes to settle the claims that have arisen on their own and at their own expense;
- its consent that the Organizer of the Photo Contest can fully use the rights granted under these Regulations without violating the rights of third parties, including the persons depicted in the Photos, and without additional payment of remuneration to the above persons;
- that at the time of Registration he is capable, acts in his own interest without coercion, all fields of the completed Registration Form correspond to reality and are filled in by the Participant personally;
- his consent that the Photos posted by him as part of the Photo Contest will be available to all other Participants and visitors to the Site both directly on the Site and using various functions with a link to the original source (via mailing list, RSS broadcast, use in as an e-card, screensaver , blog post, social media, etc.);
- his consent that his name, surname and patronymic can be used publicly (published on the Site, in social networks, in informational materials, outdoor advertising, etc.) without the additional consent of the Participant and without paying him any remuneration.
5.11. Each Participant undertakes to comply with these Regulations and guarantees that all information about the Photos submitted to the Photo Contest is true and accurate.
5.12. The decision of the Photo Contest Organizer on all issues related to the Photo Contest is final and not subject to discussion.

6. PROCEDURE FOR SUBMISSION OF APPLICATIONS

6.1. To participate in the Photo Contest, you must read these Regulations, the License Agreement and register on the Photo Contest Website.
6.2. To register on the Website, the Participant of the Photo Contest must fill out the Registration Form (all fields), which should reflect: the Participant's full name (full name), mobile or landline phone number, e-mail address, other information about the Participant. A participant wishing to take part in the Photo Contest must, without fail, tick the checkbox indicating agreement with the License Agreement and send a request for participation.
6.3. Pressing the "Register" button located after the relevant fields is the unconditional acceptance by the Participant of the Photo Contest of these Regulations and the License Agreement.
6.4. The application is considered accepted and processed if a welcome letter is received from the Organizer of the Photo Contest to the e-mail address specified in the registration form with a link to activate the personal account.
6.5. The Photo Contest accepts digital files of Photos in JPEG format with a resolution of at least 150 dpi with the possibility of using for large-format printing at least 18 (eighteen) square meters.
6.6. Photos must be uploaded to the Photo Contest Site in accordance with the Photo Contest nominations and accompanied by official hashtags .
6.7. For each submitted Photo, the Participant must come up with a short title and give a description. Under each uploaded Photo, the Participant must fill in the following fields:
- the name of the Photo (title) assigned by the author (Participant);
- the place where the Photo was taken;
- year of shooting Photos;
- a brief history of photography (legend).
6.8. After posting on the Website of the Photo Contest, all Photos are subject to mandatory verification ( moderation ) for compliance with these Regulations and the legislation of the Russian Federation. The publication of the Photos uploaded for participation in the Photo Contest on the Site can be made within 12 (twelve) hours after the Photos are uploaded by the Participant. The Photo Contest Organizer reserves the right (at its own discretion and without explanation) to remove any Photo submitted to the Photo Contest.
6.9. Entrants who have uploaded Photos after registration and Photo collection have closed will not be eligible for Photo Contest prizes.

7. DETERMINING THE WINNERS OF THE PHOTO COMPETITION

7.1. The winners of the Photo Contest in each category are determined by the Jury, which includes well-known and nationally recognized nominees and laureates of professional awards, honored cultural figures, artists, directors, designers, photojournalists, ethnographers, famous bloggers - "thousanders " .
7.2. Evaluation criteria for each of the nominations:
- originality of the idea of photography;
- artistic level and content of the Photo;
- skill of the Participant: technique and quality of performance;
- compliance of the Photo with the requirements and nominations specified in these Regulations.
7.3. The decision about the Winners of the Photo Contest in each of the nominations is made by a simple majority of votes of the Jury members at the voting during the meeting.
7.4. The announcement of the Winners is carried out on the Website of the Photo Contest by posting information about it from
7.5. The Winners are notified about the winnings by the Organizer by e-mail to the address specified when filling out the Registration Form within 5 (five) business days after notification of the finalists of the Photo Contest. In addition, the Organizer of the Photo Contest informs the Winners about the date of the awards ceremony and the dates of the opening of photo exhibitions by sending a notification to the Participants at the email address specified when filling out the Registration Form.
7.6. If for some reason the Winners of the Photo Contest cannot receive the prize at the official awards ceremony, then the place and time of receiving the prize will be additionally agreed between the Winners and the Organizer.
7.7. The prize is awarded to the Winners of the Photo Contest only upon presentation of an identity document, as well as other necessary documents provided for by these Regulations.
7.8. The winners and finalists of the Photo Contest must confirm in writing (if requested by the Organizer) their authorship of the Photos and provide the consent (permission) of third parties (if any were used in the Photos) to post the Photos on the Photo Contest Website and their further use in accordance with these Regulations and the License agreement.
7.9. Members of the Jury of the Photo Contest take part in the awards ceremony.
7.10. The authors of the three best photographs in each of the nominations of the Photo Contest are awarded memorable prizes and diplomas for 1st, 2nd and 3rd places. The prize is also awarded to the Grand Prix Winner and the Participant who won the Audience Choice Award.
The Grand Prix is awarded to the best Photo of the Photo Contest, which is selected by a majority vote of the Jury members among the Photos that took 1st place in each of the nominations.
The Audience Choice Award is given to the Photo that receives the most votes from visitors to the Photo Contest Site.
7.11. The winners in each nomination of the Photo Contest are awarded with a Photo Contest diploma, as well as memorable prizes and gifts. The description and composition of memorable gifts and prizes is determined by the Photo Contest Organizer and published on the Photo Contest Website.
The Organizer of the Photo Contest reserves the right to change the composition of memorable gifts and prizes by publishing information about it on the Photo Contest Website.
7.12. Prizes for the Photo Contest Winners cannot be exchanged or exchanged for cash.
7.13. The participant who has committed the actions provided for by these Regulations agrees that his opinion cannot affect the results of the Photo Contest and may not coincide with the opinion of the Photo Contest Organizer regarding the determination of the Photo Contest Winners.

8. EXPENSES OF THE PHOTO COMPETITION PARTICIPANTS

8.1. All Participants are responsible for all costs incurred by them in connection with participation in the Photo Contest (including, without limitation, costs associated with Internet access). Online Photo Contest Registration costs may vary, so Entrants should check current prices with their local ISP in advance.
8.2. Travel expenses to the city of Moscow, accommodation in the city of Moscow and other expenses related to the receipt of the prize are paid by the Winners themselves.

9. PERSONAL DATA

9.1. Upon Registration, the Participant of the Photo Contest, acting freely, by his own will and in his own interest, gives consent to the Organizer of the Photo Contest (other affiliated persons involved in the organization and conduct of the Photo Contest), as well as his affiliates and / or authorized persons to process their personal data in accordance with Federal Law of the Russian Federation No. 152-FZ “On Personal Data” provided to the Photo Contest Organizer in connection with the Photo Contest, by any means, including collection, recording, systematization, cross-border transfer, accumulation, storage, updating, clarification, modification, electronic copying, extraction, use, transfer, depersonalization, blocking, deletion, destruction, for the purposes of holding the Photo Contest and fulfilling the requirements of the legislation of the Russian Federation related to it. This consent is specific, informed and conscious.
9.2. This consent is valid indefinitely, the period of storage of personal data of the Participant of the Photo Contest is not limited.
9.3. The Participant of the Photo Contest has the right to withdraw his consent by drawing up an appropriate written document, which can be sent by the Participant of the Photo Contest to the Organizer of the Photo Contest by registered mail with acknowledgment of receipt or delivered personally against receipt to the representative of the Organizer of the Photo Contest. In case of receipt of a written application for the withdrawal of this consent to the processing of personal data, the Organizer of the Photo Contest is obliged to stop processing them.
9.4. The Participant of the Photo Contest undertakes, at the request of the Organizer of the Photo Contest, to immediately provide in writing additional confirmation of his consent to the provision and processing of information (or any part thereof), in the manner and in accordance with the legislation of the Russian Federation.
9.5. The Participant of the Photo Contest is aware and agrees that as a result of a failure, technical malfunctions, actions of third parties, including (but not limited to) a virus or hacker attack, the Participant's data posted on the Site may become available to third parties. The Participant of the Photo Contest undertakes not to make claims to the Organizer of the Photo Contest (other affiliated persons involved in the organization and conduct of the Photo Contest) for compensation for losses (damages) incurred in connection with this.

10. OBLIGATIONS OF PARTICIPANTS. LIMITATION OF LIABILITY

10.1. The Organizer of the Photo Contest has the right to:
10.1.1. Unilaterally block the access of the Participant of the Photo Contest to the Site in cases of violation by the Participant of the legislation of the Russian Federation and (or) the terms of this Regulation. The Organizer of the Photo Contest is not responsible for losses (damage) incurred by the Participant in connection with the blocking. The Organizer of the Photo Contest is not obliged to inform the Participant of the Photo Contest of the reasons for blocking.
10.1.2. Carry out preventive work on the Site, for which purpose temporarily suspend access to the Site. The Organizer is not obliged to notify the Participant about preventive work.
10.1.3. Modify and update the Site, add new properties or functionality that increase its performance or otherwise improve its characteristics, including in order to meet the requirements of the legislation of the Russian Federation. The Organizer of the Photo Contest is not obliged to inform the Participant of the Photo Contest about the above works.
10.1.4. Request documents confirming that the Photo Contest Participant has rights to Photos (negatives and/or transparencies of Photos, originals of Photos in Raw format , copies of Photos in high resolution (at least 800 dots wide and 600 dots high), original contracts or agreements with authors , their legal successors and/or other documents of identical legal force).
The Participant of the Photo Contest undertakes to provide the said documents to the Organizer of the Photo Contest no later than 5 (five) calendar days from the date of sending the request by the Organizer of the Photo Contest to provide such documents.
10.1.5. Request documents confirming that the Participant of the Photo Contest has consent to use the image (s ) of the citizen (s), which (s) are the main object of the Photo.
The Participant of the Photo Contest undertakes to provide the said documents to the Organizer of the Photo Contest no later than 5 (five) calendar days from the date of sending the request by the Organizer of the Photo Contest to provide such documents.
Sample consent to use the image( s ) of a citizen(s), who(s) are the main object of the Photo - Appendix No. 1 to this Regulation.
10.1.6. At its sole discretion, cancel, terminate, extend, modify or suspend the Photo Contest, as well as these Terms and the License Agreement. In special cases, at the discretion of the Organizer of the Photo Contest, the Photo Contest may be completed earlier than the announced deadlines, with early results and the awarding of the Winner among the Participants.
10.1.7. Require Photo Contest Participants to provide identification documents and refuse to issue any prize if the data specified during registration on the Photo Contest Website differs from the data in the documents provided by the Photo Contest Participant.
10.1.8. If information is found on the Photo Contest Website on behalf of the Photo Contest Participant that contradicts these Regulations, moral standards and / or the legislation of the Russian Federation, contains insults or calls for illegal actions, the Photo Contest Participant may be disqualified by the Photo Contest Organizer without the possibility of recovery in the Photo Contest.
10.1.9. Disqualify the Participants of the Photo Contest and revise the procedure for determining the Winners in case of detection of dishonest actions of the Participant of the Photo Contest or other persons in favor of this Participant of the Photo Contest, related to deceit, fraud and other illegal actions.
10.2. The participant of the Photo Contest is obliged to:
10.2.1. Use the Site solely for participation in the Photo Contest.
10.2.2. Do not transfer the login and password from the Photo Contest Site to third parties and ensure the confidentiality of the login and password. In case of loss of the login and password and (or) violation of the confidentiality of the login and password, immediately notify the Organizer of the Photo Contest.
10.2.3. Do not delete or modify the Photos uploaded to the Photo Contest Site.
10.2.4. Do not use automatic programs, technologies or any other resources or services to artificially increase / cheat the number of votes for Photos on the Photo Contest Website and / or on pages in social networks . On suspicion of committing such actions, the Organizer reserves the exclusive right to refuse such a user further participation in the Photo Contest and disqualify the Photos posted by him without explanation.
10.3. The participant of the Photo Contest has the right to:
10.3.1. To gain access to the Site in accordance with the terms of this Regulation.
10.4. Disclaimer
10.4.1. In case of claims or lawsuits against the Organizer of the Photo Contest by third parties (including authors and their successors, as well as representatives of state bodies) related to the use of Photos by the Organizer of the Photo Contest, the Participant of the Photo Contest undertakes to settle all claims and / or claims on his own and at his own expense . The Participant shall reimburse the Organizer of the Photo Contest for all losses incurred in connection with the said claims and/or lawsuits, including legal costs and lost profits.
10.4.2. The site is provided "as is" ( as is ), in accordance with the principle generally accepted in international practice. This means that for problems that arise in the process of updating, maintaining and operating the Site (including compatibility problems with software products (packages, drivers, etc.) of the Participant, discrepancy between the results of using the Site and the Participant's expectations, etc.), The Organizer of the Photo Contest is not responsible.
10.4.3. The Organizer of the Photo Contest is not responsible for the unreliability and untimeliness of the provision by the Participant of the Photo Contest of the information established by these Regulations, which served as the reason for the disqualification of the Participant of the Photo Contest.
10.4.4. The Organizer of the Photo Contest is not responsible for the lost profit of the Participant. The responsibility of the Organizer of the Photo Contest is in any case limited to compensation for actual damages. By participating in the Photo Contest, the Participant agrees that the Photo Contest Organizer and its affiliates, subsidiaries, involved agencies and contractors, partners, representatives, successors, employees and managers are not liable in case of illness, injury, death, disability of the Participant, filing legal and other claims against him, as well as liability for losses or expenses that may arise, directly or indirectly:
- as a result of participation in the Photo Contest or the fulfillment of any of its conditions;
- technical malfunctions of any kind, including, but not limited to, malfunctions of any computer software, cable, network, hardware, software or other equipment;
- unavailability of the Site or Internet connection;
- unauthorized intervention (hacking) of the Photo Contest Website by a third party;
- electronic or human error during the Photo Contest.
10.4.5. The Organizer of the Photo Contest reserves the right not to enter into correspondence or other contacts with the Participant of the Photo Contest, except for the cases specified in these Regulations.
10.4.6. The Organizer of the Photo Contest is not responsible for the copying and distribution of Photos and materials from the pages of the Photo Contest Site by third parties.
10.4.7. The Organizer of the Photo Contest is not responsible if it is impossible to communicate with the Winner of the Photo Contest due to inaccurate data specified during Registration on the Website of the Photo Contest.

11. FINAL PROVISIONS

11.1. Disqualification of Photos may also occur by decision of the Organizer and in other cases of gross violations not provided for by these Regulations and the Photo Contest. The organizer reserves the right to refuse participation without explanation.
11.2. Untimely reading by the Winner of the Photo Contest, which became the owner of the Prize, of notifications of winning is not a good reason for delaying the receipt of the Prize.
11.3. The Organizer of the Photo Contest reserves the right to refuse to issue the Prize to the Winner who violates these Regulations, including those who violated the procedure for providing information necessary for issuing the Prize, as well as to the Participant who did not provide such information.
11.4. From the moment of receiving the Prize, the risk of accidental loss or damage to the Prize is borne by its owner.
11.5. The Prize Winner shall independently bear the costs of paying all taxes, fees and charges established by the current legislation of the Russian Federation and related to the receipt of such a prize, and payment of such amounts is carried out in accordance with the current legislation of the Russian Federation.
11.6. In the event that one or more provisions of this Statement are for any reason invalid or unenforceable, such invalidity shall not affect the validity of any other provision which shall remain in full force and effect.
11.7. Participation in the Photo Contest is a confirmation of the consent of the Participant of the Photo Contest with these Regulations.
11.8. This Regulation is an open and public document. The current version of the Regulations is located on the Internet at www.rucivilization.ru.
11.9. This Regulation may be changed without notice to the Participant of the Photo Contest. The new version of the Regulations comes into force from the moment it is posted on the Site. It is the personal responsibility of the Participant of the Photo Contest to regularly review the current version of the Regulations.
11.10. This Regulation is governed by and interpreted in accordance with the laws of the Russian Federation.
